Pacific Crest Engineering Inc. (PCEI) was founded in 2001 by Mike Kleames and Jim Walker to provide services related to geotechnical, environmental and chemical process engineering to the Monterey Bay and Silicon Valley areas. The principals have been working in the local area since 1984. Our firm was established to provide quality, responsive services to clients throughout the local area.

Michael D. Kleames is the Principal Geotechnical Engineer for the firm. Mr. Kleames has been a practicing geotechnical and environmental consultant within the Monterey Bay area for 26 years. He has a Bachelor of Science degree in Civil Engineering from Cal Poly, San Luis Obispo and a Master of Science degree in Civil Engineering from San Jose State University. Mr. Kleames is a Registered Geotechnical Engineer and Civil Engineer. Mr. Kleames is also a Registered Environmental Assessor II within the State of California. Mr. Kleames’ experience includes commercial, industrial, residential and public works projects over a wide variety of soils conditions and project constraints.

James F. Walker is the Principal Civil and Chemical Engineer for the firm.   Mr. Walker obtained his Bachelor of Science Degree in Chemical Engineering from the University of California at Santa Barbara, and has 26 years of consulting experience within the Monterey Bay and Silicon Valley areas. Mr. Walker is a Registered Civil Engineer, Chemical Engineer, and Fire Protection Engineer within the State of California.  Mr. Walker is also certified as a LEED Accredited Professional for green building design.  Mr. Walker’s experience includes chemical process design, equipment fit-up and hook-up, design of groundwater / wastewater remediation / treatment systems, air dispersion modeling, facility closure, environmental permitting / compliance, project management and construction administration.

Elizabeth M. Mitchell is Vice-President for the Geotechnical Engineering Group at PCEI.  Mrs. Mitchell is a Registered Geotechnical Engineer and a Registered Civil Engineer with 19 years of experience in the field of Geotechnical Engineering.  She has a Bachelor of Science Degree in Industrial Engineering from Cal Poly, San Luis Obispo and a Master of Science degree in Civil Engineering from San Jose State University.  Her experience includes project management and technical field direction for several large-scale public works, commercial and residential projects in the Monterey, Santa Cruz and San Benito County areas.

Our office is located at 444 Airport Boulevard, Suite 106 in Watsonville, California.  The Geotechnical Group specializes in geotechnical engineering and environmental consulting services related to soils and groundwater contamination issues. The office includes a fully equipped soils lab for performing compaction tests, Atterberg limit tests, sieve analyses, unconfined compression tests, etc.  

Our firm is now certified by the Division of the State Architect (DSA) for soils compaction testing and concrete field sampling work (LEA #270). 

Our lab is also certified by CAL TRANS for soils compaction testing (CT 216 and 231).  In addition, our lab is an AASHTO Accredited laboratory.

We are also qualified to provide Independent Assurance (IA) testing as required for federal and state funded projects such as the American Recovery and Reinvestment Act (ARRA).

We currently have a staff of five Field Technicians (three full time and two part time).  Three of our Field Technicians have 20 to 23 years of experience in observation and testing of grading and foundation projects throughout the local area, and we have Field Technicians who have the following certifications from recognized state or national agencies:

NICET Soils Technician, Level I or II
ICC Soils Technician
CAL TRANS Methods CT 216, 231, 533, 539, 540 and 556 (Soils and Concrete)
ACI Concrete Field Testing Technician - Grade I

As noted above, we also have on staff Field Technicians who are certified by both ACI and CAL TRANS for field sampling of concrete.  We can deliver the concrete samples to local certified labs for concrete strength testing, as required by the project specifications.

The Chemical Process Group specializes in chemical engineering and environmental consulting related to air emissions estimates, permitting, and remediation systems. We have a total office space of 4,000 square feet.

We perform consulting work on a regular basis within Santa Cruz, Monterey, San Benito and Santa Clara Counties of California. We have a central computer server system which has 5 RAID hard drives (2 mirrored, 3 data storage) and tape back-up systems.
